SWPC issues request for proposals for Al Haer ISTP

Saudi Water Partnership Company, responsible for the sale and purchase of water and electricity in Saudi Arabia, issued on Thursday the Request for Proposals (RFP) for the Al Haer Indendepent Sewage Treatment Plant (ISTP) project, which will be located in the country’s capital Riyadh.

The sewage treatment plant will have a total capacity of 200,000 cubic metres per day (m3/day) and is expected to begin commercial operations in the second quarter of 2026, read a statement by SWPC.

In June of 2022, the Saudi company had announced the prequalification of 24 bidders for participation in the tender of the Al-Haer Independent Sewage Treatment Plant (ISTP).

The successful bidder will form a special purpose vehicle (SPV) to operate and maintain the plant under a 25-year sewage treatment agreement (STA) with SWPC. SWPC’s obligations will be supported by a credit support agreement from the Saudi government.

SWPC is being advised by KPMG as financial and lead advisor; White & Case as legal advisor; and Future Water and Power Consulting as Technical Advisor for the project.

On 15 November, SWPC announced that it had received bids for its 600,000 m3/day Rabigh 4 Independent Water Plant (IWP) project from:
